Art Law
Mr.
Sher serves as an advisor and art law consultant to art professionals
on numerous issues, including authenticity, provenance and contractual
matters. He follows closely the new and more stringent requirements
imposed by the IRS effective August 16, 2006, which will impact
the art business, art appraisers, donors and collectors, as well
as attorneys advising on the appropriate handling of art assets.
In addition, Mr. Sher was the keynote speaker at the groundbreaking
Symposium on Holocaust Era Cultural Property, held at the National
Gallery of Canada in 2001. That Symposium addressed the very thorny
and topical issues relating to art confiscated during the Nazi
regime and proposed solutions for appropriate restitution.
Litigation
and Investigations
As
the Director of the Office of Special Investigations (OSI) in
the U.S. Justice Department Mr. Sher successfully oversaw and
participated in hundreds of investigations and Federal Court proceedings,
which exposed and brought to justice perpetrators of the most
heinous in history. These complex investigations required extensive
dealings with all segments of U.S. and international law enforcement
authorities and, under Sher's leadership, unprecedented and cooperation
was achieved. Sher's skills as a litigator were essential as OSI
devised and implemented legal theories and strategies to prosecute
these cases of historical importance. At the Justice Department,
he earned the reputation of being a forceful and effective advocate,
as reflected in the many awards and honors bestowed upon him.
His
expertise was called upon by the Government of Canada when he
served as a Special Advisor to the Attorney General and by the
International Commission on Holocaust Era Insurance Claims, where
he was Chief of Staff.
Mr.
Sher's unique background handling complex and sensitive matters
and his associations with prominent attorneys worldwide, will
be great asset to those confronted internal investigations, administrative
and regulatory proceedings and litigation.
Holocaust
Restitution
As
the former head of OSI and Chief of Staff of the International
Commission on Holocaust Era Insurance Claims, Sher has been deeply
involved in Holocaust related issues, including the restitution
of confiscated property. As a recgnized expert on such issues,
who has fought and won the toughest of battles, Sher's advocacy
carries a unique and powerful voice of authority.
Government Relations
As
Executive Director of The American Israel Public Affairs Committee
(AIPAC), the highly acclaimed pro-Israel lobby in the U.S, Sher
worked on a bi-partisan basis with Members of Congress, the Executive
Branch, and all agencies responsible for determining U.S. policy
in the Middle East. He also established close working relationships
with leaders of the Israeli government.
